Procurement Specialist - Heavy Civil and Utility Construction - Base Salary to 140k/year - Bronx, NY
  • Our client is a heavy civil and utility construction company operating throughout New York City, taking on large-scale infrastructure, utility, sitework, and public agency projects. They work closely with NYC DOT, MTA, DEP, USACE and other agencies and operate within a union construction environment.
  • In this role, the Procurement Specialist will be responsible for procuring materials, equipment, and subcontracted services across active and preconstruction projects. Working alongside Project Managers, Estimators, and Field Operations, the Procurement Specialist will be critical to keeping projects on schedule and on budget through strong vendor relationships, competitive bidding, and accurate procurement documentation.

Responsibilities:
  • Source and purchase heavy civil construction materials including concrete, rebar, steel, aggregates, pipe, utilities, asphalt, and precast components
  • Procure equipment rentals and construction services as required by project teams
  • Issue purchase orders and subcontract agreements in accordance with project requirements
  • Track and expedite material deliveries to job sites
  • Work closely with Project Managers and Estimators during preconstruction and on active projects to support bid solicitation and estimating efforts
  • Solicit, receive, and evaluate vendor and subcontractor bids for materials, equipment, and services
  • Analyze pricing, scope, lead times, and availability to support accurate project estimates
  • Maintain bid tabs and procurement documentation for estimating and award recommendations
  • Develop and maintain strong relationships with local NYC-area suppliers, vendors, and subcontractors
  • Negotiate pricing, terms, and delivery schedules
  • Resolve issues related to material shortages, quality, pricing discrepancies, or delivery delays
  • Review construction drawings, specifications, and scopes of work to ensure accurate purchasing
  • Coordinate with field personnel to align procurement with construction schedules
  • Support change orders and cost control efforts
  • Ensure procurement activities comply with company policies, safety standards, and NYC agency requirements (DOT, MTA, DEP, DOB)
  • Monitor budgets and assist with cost forecasting and reporting
  • Maintain accurate procurement records in ERP or construction management systems
  • Assist with invoice review and reconciliation
  • Prepare procurement and bid-related reports for management

Qualifications:
  • 3+ years of experience in buying/procurement within heavy civil construction
  • Strong knowledge of heavy civil materials, equipment, and subcontractor scopes
  • Experience supporting large infrastructure, utility, or sitework projects
  • Experience with NYC agencies
  • Familiarity with union construction environments
  • Office-based with frequent coordination with job sites and project teams; ability to thrive in a high-volume, deadline-driven construction environment



Compensation:
  • Base salary in the 100k – 140k/year range
